Step 1:
-Open the image that your going to put a border on.
-Im using this one...

Step 2:
-Create a new layer.
-Select the polygon lasso tool.

-Do your best to draw a techy looking border around the edges...remember to leave around 1/8 to 1/4 of an inch from the edge.

-Now right click in the selection and go up to 'select inverse'

-Right click the new selection and go to fill.
-Apply these settings...the color i used was #959595

Step 3:
-Right click the selection...yes again...and go to 'deselect'
-Now double click the layer that the border is on and apply these settings.


Step 4:
- (optional) Now u would need to lower the border layers opacity to about 80 or 90 percent..im goin with 90...80 is a little too transparent for me.
-Now all you have left to do is use the rectangular and eliptical marquee tools and the polygon lasso tool to cut SIMPLE shapes out of the border.
-^For this u just select the shape you want...and then right click it and go to 'layer via cut' and it will create a new layer with what u just made...simply delete the new layer...and u will have your cutout...
-DONE!!!
-Heres what i got...yours should not come out like this....the border should not cover your name
-Keep in mind the more time and effort u put into this border..the more advanced it will look.
-If u want dual layers...create another layer between the border and the background and repeat steps 1-3.
