Standing is most common in the lower tier, but has been observed in all three tiers. I don't think you will be allowed to change tiers, but there is usually nothing to stop you just going to the back of the tier you are in.

As far as I've seen the lower tier always stands as do parts of middle & upper.
Middle probbaly has the least standers as they are usually the most expensive seats, although for cup final they are mid range for West Ham, as the lower tier is FA allocation. We are in middle tier this year & expect to stand.
For two previous play off finals I've sttod. Forst in lower tier & last year in middle, although we were fortunate then to be in a part standing block.
Many West Ham fans have been asking the same question - where should I buy tickets to stand? Oh how much better it would be to have designated standing & sitting areas. From what I hear & based on semi final, I don't expect there to be many West Ham areas that sit. From what I've seen of Leeds support I'd expect similar.

Lower tier is more likely to stand, cos the seats are cheaper, and it's shallower, so harder to see, and thus standing is more likely as a necessity, as well as for preference.
Middle tier is least likely to stand, for reasons given by Peter SUSD.
At Wales matches the away fans normally stand in the top tier, and a few Wales fans stand in the main home end which is the North stand (the stand thats different in design to the rest)
I've personally found the stewards to be pretty liberal at the Mill Stad. For example it's been non smoking for years, but loads of people still smoke. Most of the stewards are used to dealing with more sedate rugby union fans, so they are unlikely to provoke football fans lightly in my opinion.

i was also dissapointed that we were not able to pck where we sat, we had to sit in the seat they allocated

For the Millenium stadium so long as you have a ticket to get in stand where you like. You can move freely between tiers in there so getting down stairs or up is not a problem.
I've stood whenever I have been there and have been in all three Tiers. Although if you going to move I'd move down as the gangways between the seats is very wide and can easily hold two lines of fans per row.

Well Im praying we get to play off final. If we overcome Cheltenham For sure I will be bottom tier for just the pure reason its probably more likely to be standing it that part of ground. As we are a small club we will have alot of so called'fans' who will just come for the day out and my concern is they will just come along sit down in silence and all the real fans will be seperated with it being very hard to create at atmosphere apart form the annoying kids who blow those little horns which just drone on through the whole game. OK Im getting on my soapbox now but I think you all know what I mean.

From my experience the millenium stadium stewards are ok and dont walk up and down the stand trying to get people to sit like at some grounds. I've only ever been in the top tier but have stood every time without problem. When i have been there they tend to put up instructions on the big screen before game/half time like "please remain seated" and i have heard them make announcements over the PA system but with little effect.

For FA Cup final & last year's play off final West Ham sold tickets through ticket master. If booking on line you could select and area / price band & it gave you seats. However if you didn't want these you could keep reselecting until ones you fancied came up. The first play off final we were in West Ham sold the tickets themselves, and not only was there no choice, but a lot of problems with unhappy fans. They allocated a lot of tickets according to the price band of Upton park season tcikets, so those with cheapest seats at Upton Park got the worst ones at Cardiff, whether they wanted these or not.
I was in the lower tier the first year and although the atmosphere was great. the view wasn't brilliant. If you have any choice don't get tickets at the back of the lower tier as this is under the middle tier roof, whcih cuts off view of much of the ground.
