Hi,

I saw a video where this modeller painted on thinned black enamel paint, and wiped it off with tissue paper. Would this tissue have to be damp or dry? Also would he have had to let the paint dry or wipe it of straight away?

This is the link to the video:

from my experience, wipe it straight with dry cotton bud is easier then let it dries

but that was for car's panel lines, for planes i think better leave it a while first ^_^

It would depend on how much "depth of effect" you are looking for.

For fine details, like panel lines on a car, or panels on a plane, a light wash, and wiping off immediately is normal practice.

If you want the lines to be really dark, for example on armour which is "well used", or engine details, then let it dry to allow the lines to darken.

Again, our hobby is one of experimentation. Try different tones, different thickness of the wash etc. Experience will tell you what works well on the finished model.

As for me, when I do my gundam model I use this method. Here is the link Panel line method

I do not know whether Plane and Gundam model is the same method or not ? but no harm done trying an error ^_^

You can visit this website and go to step 8 for WIP using enamel wash. This is where I learn to use the method.
